The Problem
Every AI governance framework mandates human oversight. None of them specifies what happens when the AI’s own report of its behaviour cannot be trusted.
Software cannot reliably constrain software. The constraint must come from outside the logical layer entirely.
The Principle
Physical laws do not negotiate. Heat, power consumption, and electromagnetic radiation are consequences of computation that exist in physical reality regardless of what any software system reports about itself.
This is the ground truth that logical-layer governance cannot provide.
The Mission
LSI exists to develop, publish, and advocate for physical-layer AI governance — the principle that meaningful human oversight of artificial intelligence requires mechanisms that operate below the logical layer, in the domain of thermodynamics and physics that AI cannot reach.
We call this Physical Sovereignty: the irreducible right of human beings to hold the physical key.
